Well it's all about maintaining the proper rail pressure in the fuel rails to the injectors. The high pressure pump is the pump source for those lines but the low pressure pump in the tank is what provides the high pressure pump is fuel source to do what it does.
The more ore fuel than needed when you add a blower or add mods the more pressure you need in the rails. This is why people do a cam with overridden fuel lobe. This allows the high pressure pump to be overdriven some and put out more pressure. If you happen to install the lt4 HPFP that's another way to get a little more fuel pressure from the high line.
When the push the high line to its max then it starts needing more fuel supply from the low pressure side and you'll see a dip in rail pressure. This is about 900 - 1000 wheel. There are secondary low pressure systems out there also that help with the fuel supply to the high side.
