California Star Smog
So my question is, with the new Star program. If you can pass visual, you can run some big power cam/heads and with a good tune, you could pass smog since no check engine lights would be present. Is this correct?
Seems like this is much better for those wanting to make big power in newer cars since you could just go to a Star smog place instead of a tail pipe sniffer place. Am I wrong?

AB2289 HAS NOT been implemented, although they announced it with great fanfare.
You go in for a smog check, you are gonna get a dyno ride and a sniff test.

I just passed smog a couple weeks ago and got my sticker without going up on the dyno at South Bay Smog, a test-only station. I wasnt concerned about why but he said that cars with traction control can get by without the dyno. I think this exception is more for cars with full-time 4-wheel traction control but I wasnt going to argue. Being lowered, my main concern was not having to go up the ramps.

I find that hard to believe that you didn't get a dyno ride, as the machine talks to Sacramento and records all the data which is what your sticker is based on (every two years).

Safety Car
There are some exceptions to the dyno:
1) semi rural unenhanced areas that still use the prescribed 2-speed idle test
2) AWD cars that would drive off the dyno (get 2-spd idle test by default)
3) some other condition possibly?
I heard the new scan only inspection was delayed until Jan 2014.
