It looks like I may be moving to Killeen in a couple weeks. A couple of questions....1. Are there any smog/inspection rules for registering in Texas, and 2. Where is the nearest road course that has open lapping events. I'm not into drags or ovals, and will really miss the tracks here in SoCal.

I dont think Kileen has any problems with smog as of now...

Texas World Speedway near college station... not very far from kileen actually. There is also motor sport ranch in Fort Worth.

As mentioned before if you can pass Cali's smog tests you won't have any problems here, and the nearest road course track is Texas World Speedway in Bryan(about 2hrs drive East of Killeen). Welcome to Central Texas!

Only three areas in Texas currently have emission inspections. These are the Dallas/Fort Worth area, Houston, and El Paso. Inspections are coming to Austin this coming September. So Killeen is clear for the time being. One thing to keep in mind is that we do have a safety inspection and part of that inspection is a visual check to confirm that the emission equipement is still in place.
