Default Spring Rates - Are they really the same between FE1, FE2, FE3, FE4?

Can we expand on the spring rate chart below? I'd like to know the differences in spring rates between FE1, FE2, FE3, and FE4, specifically in the exact differences in spring rates between FE2 and FE4.

Why do most models show two different spring rates for the rear, and some show two different rates for the front?

This may have been done to dial out some understeer/dial in some oversteer.
