Default Tire To Fender Clearance

Why are Corvettes designed with so much tire to fender clearance? Many lower the car simply to improve the appearance, without regard for suspension geometry. Couldn't the car be designed to have the best of both?

My guess is possibly bumper height requirements, and ground clearance room for those customers who don't like to tippy-toe over slightly rough areas or uneven driveway/gas station entrances. Probably less warranty costs with the extra ground clearance.

Federal law requires both front and rear bumpers to be 16-20 inches above the ground. Some states allow you to change that limit after purchase while others don't.
