My guess is some of the substances used in the tri-metal bearings violate one or both of REACH or RoHS, but I don't know for sure.

Well from what I read the hood is really the reason it can't be sold in europe, not the tiny amount of metal in the bearings inside the engine.
The bigger supercharger required the intercooler cover to be an integral part of the hood, rather than a couple inches below it. Europe requires a crush gap between hood and engine for pedestrian safety. To achieve that, the hood would have been so high, that during GM testing the driver couldn't see over the hood bulge to the right side of the car!
