New Mobil 1 ATF Fluid, Found answer
Could you inform me to the exact date, day month year, or VIN # when the factory started using the new Mobil 1 ATF fluid?

According to Tadge the Mobil 1 ATF production change over date was January 23, 2017.

Please tell us when the now latest ATF fluid (Quart P/N 19417577 with the blue banner across the label and license #J-62120 on the back) was introduced in production built cars? This the fluid dealers are now using in conjunction with TSB NA-18-355.

I have no knowledge of when the new blue label ATF was first used at the factory.
Remember that the transmissions are assembled and filled a couple of months before being shipped to the factory for install into new production cars.

The latest version of TSB 18-NA-355 (dated May 2019) now has dates when production started using the new style fluid. (see attached) The first page of the TSB now shows that any Corvette built AFTER February 1st, 2019 has the new style fluid installed in them at the factory.
