Default Pad selection to eliminate lock up

I'm having lock up issues in my front brakes on my C4 with no ABS until they heat up. I have a set each of the two pads listed below. Currently I am running the ST-43 compound with success (aside from the lockup when cold).

Of the two pads listed below, which one seems better for reducing lockup?

ST41 – The best high energy input racing material available. Maintains high mu level at extremely high temperatures without sacrificing good wear – both pad and rotor. Needs some heat to work well.

ST43 – Friction level and wear rate between ST41 and ST42. Stability is not quite as good as 42 but better than 41. Should be an excellent open wheel formula.

I'm thinking I need to switch back to the ST-41. The problem may be that the 43 is too grippy at lower temps. Perhaps the higher heat range of the 41 will help avoid locking up until the system is hot.

Sound logical?
