Default F1 rear wing endplates???

What's the deal on the endplates of a couple cars I noticed? Looks like louvers/slots or something on the endplates. What's the reasoning here?

The air tends to pile up at the tips of the wing due to span wise flow and interaction with the endplate itself. The slots bleed off the air and normalize flow over that portion of the wing thus increasing the downforce generated.

Those slots are supposed to increase efficiency by quite a bit.

Of course, like Matchet and Hobbs said last week, nothing pisses off the aero guy more than when his parts get knocked off and the car goes faster.
