As for that class, just have to look at the rule book to see what would best suit it. For most of the restrictor class setups, a larger engine typically will do way better as it will just make the same torque everywhere, effectively turning it into an electric motor in a way.
That short block was built by Erik for Aaron Pfadt and I bought it from him still in the crate. It was a few years ago, I was able to rebuild it, but never got to sample it as it was meant to be. I have been running it for a few seasons now. I thought one of your fresh motors might be the way to go

We can most certainly go about it either way, what ever would work out for you the best cost and time wise.
