Same here, as well as the headlights-closed warning light. I think this is in the bulb itself, as opposed to the circuit. It sort of behaves like a christmas light, has to warm up for a couple seconds before the flashing becomes regularly timed.
Flame me horribly if I'm wrong.
I just recently installed all new wiring harnesses and bulbs in my own '64 coupe, and these warning lights are one of the many things in the car that suddenly started functioning correctly.

The LIGHTS and BRAKE bulbs are #257 flasher bulbs.
