Jack - Can't remember exactly where I read it but believe it's maybe in the AIM or in one of the Service Manuals but in any case, I believe it said that you could adjust the depth of the steering shaft into the rag joint in order to gain a little more room between yourself and the steering wheel as long as the end of the steering shaft was at least 3/8 of an inch or so from contacting the steering box worm gear shaft. This allowed me to move the columns forward to gain maybe an inch of additional clearance to the steering wheel yet still enough gap at the bottom to let the rag-joint work as it should.

there is no set amount. You can adjust the distance the steering wheel is from your chest by pushing the column and shaft toward or away from rag joint. You have about 1 to 2 " movement , using the clamp above rag and under dash bolts. Once you like the distance, tighten it all up.

The factory position has the "tit" on the clamp bracket on the engine side of the firewall fitting in the stamped indentation in the top side of the steering column tube, as shown in the Assembly Manual (UPC 9, sheet A4, Note: Dimple in [10] to rest in depression in [2] ).
