Will the Holley Model 4150 Carburetors 0-80783C bolt up on my L79 without an issue?, i.e., fuel line, vacuum, pvc connections, etc. Also performance is 650 cfm...too much?

No, it won't - the center-hung float bowls will interfere with the air cleaner base, the fuel feeds from the passenger side in two places instead of the single driver's side fuel feed, and you'll need to use a '66 oil fill tube, hose, and PCV valve to the passenger side of the carb.

I haven't gone through the Holley catalog, but they probably have a 600CFM 4150 with side-hung float bowls that would eliminate the air cleaner and fuel feed issues. The original carb for your application is a LIST 2818, shown in the photo below.
