I think it's due to the shifter being mounted to the frame

??? The Z bar has nothing to do with the shifter.
I believe it has to do with the exhaust manifold clearance. The angle of the lower angle on the Z bar is different along with the length of the rod. That goofed on me too when I was changing over back to the original BBC configuration in the 66.

I said that because he stated 63 to early 66 used one type while late 66 and 67 used the other. that is the same time frame as the shifter change over didn't all 66 use the same ex manifold

Melting Slicks
I have had two BB swaps where it was helpful to use an adjustable rod going to the clutch fork. Not Corvette, but for GM applications. I did not know the "version" of the other parts, so tweeking that rod length got me where the pedal rod adjustment was good.
