Default 1959 Fuel Sending Unit

I have a new sending unit to replace my old one. Is it necessary to drain the gas from the tank? It looks like you can just remove the screws and pull the old one out.

After installing my new sending unit, there are no more erratic readings. However, when the gauge gets down to half a tank, it only takes about 3 or 4 gallons to fill it up. What gives? I would think it should take more than twice that! Do I need to bend the float arm to make it right?
