Default Trim Vin tag question

Hi
I'm in the process of buying my first corvette. I have been sent photos of numbers and tags which match everything.
The car is meant to be unrestored but there is black overspray visible on the tags and bar they are riveted to. I can see the bar is the same colour blue as the exterior but a slight smattering of black spray is visible. There is visible black overspray on vin and trim tags.
My first question is that possible from the factory to have black paint overspray on tags? I have tried to research this but found nothing.
If it is the case that it is not factory then why would someone be spraying black paint under in this area of an unrestored car? Just wondering?
My second question are the vin and tag dates. I researched the vin and the date shows July 8 1967. The trim tag shows K22..June 22 1967 is that a reasonable gap between the two? I read somewhere it is only usually a few days were this is 3 weeks?
Thanks

There should not be any paint on the tags...

The color of the Zbar should be green...

Is this vehicle a St Louis body or A O Smith, that can be determined by body number assuming trim tag is correct.

The dates you originally posted are not out of line for an A O Smith, bodied vehicle, if the tag is real.
