Who ever is running the claw needs to go back to school and re-learn how to operate it again. He is not a very good operator

I imported a car in the late 90's and after everything was in compliance, I had to take my paperwork to a local DOT rep to get his sign off. One of the stories he told me was that in the 70's and 80's they would load a barge with non-compliant vehicles in the Port of Wilmington, NC and haul them off the coast a ways (international waters) and dump them.

If a vehicle cannot be brought into compliance, there are two options, either ship it back overseas or it must be destroyed, literally. Nothing can be removed from the vehicle, the entire vehicle must be destroyed. Or in this case taken off the coast and dumped in the ocean.

Of course all the fluids and oils were removed before hand so no pollutants were dumped into the ocean to satisfy the environmentalists who are responsible for the cars being confiscated in the 1st place because they are not emission and safety compliant.
