First thing I would do is test the open close switch.Try jumping the circuit. If you can make the buckets close you know it is a switch problem.

The open and close function wires go thru the two bulkhead connectors in the firewall. Check to make certain that both plugs are firmly seated and the clips are secure.

The dash switch could also be an issue.

Several inches from the headlight rollover switch there is a connector in it's wiring. Disconnect that wiring and short the red wire to either of the other two wires, the motor should run in one direction. Unhook that short and move it from the same red wire to the other wire in that connector, the motors should run in the other direction. If they do, you have a switch problem. You may be able to disassemble it and clean the contacts. The red wire is HOT all the time.
If one way or the other doesn't move, the most likely problem is corrosion or a loose connection in the bulkhead connector below the master cylinder. Those contacts can be cleaned with contact cleaner and a wire brush.

For both sets of tests, the red wire is HOT all the time and the bulkhead connectors also. Disconnect the battery before you clean the bulkhead connector if that is what the issue is.
