I smell a scam
I have a friend who called me last night about a 66 coupe. She has more money than common sense and wants a 66 coupe real bad. So she wouldn't disclose the site she found it on or show me pictures and I almost hung up on her because how can I help her if she won't give me the info. Anyway to cut to the chase it's a 66 coupe 427 390hp side pipes, 4 speed car. Frame off restored 6 years ago for $25k. The trim tag tells me it is the wrong color and interior. She wants to wire him the money today and will have 7 days to return and he says he's licensed and bonded. She says the car is in Washington but the site says Ohio. This seems to have red flags everywhere so what am I missing?

I'd say you're not missing a thing, except a GF with common sense. A fool and his (or her) money are soon parted.
Maybe you could suggest she right click on a pic of the car (which she probably would not share with you) and do a Google Image Search. It might turn up the same car in a different site. Problem is if it does not, she will take that as confirmation that it's legit!

Your description is a 100% match for a scam. Even a fake 427 is worth at least double that. Invite her to post here, and we might be able to save her $25,000 lost dollars.

If she provides pictures she'll get educated very quickly...

So much "Corvette Fever" lately inciting people towards bad purchases....
Wiring money makes it irretrievable...
I'd say more but I'm on the phone with a Nigerian Prince who wants me to help him transfer $3.2MM USD if I just wire him $2,500 to get the process going, he'll give me a $500K cut...

You just don't wire money to someone without eyeballing the car. As soon as you try to make arrangements to see these cars, the communication ends.

The human nature side of me wants to see her get burned because she's so arrogant, but the Christian that I am wants to help her avoid this.
I saved he he last year from an overpriced 66 on the net and even found her a local 66 top flite car that she verbally agreed to and then backed out on.
Last night when when she called I was supposed to diagnose everything without any information because she didn't want me to know about it, but to tell her it's a good deal.
I do beieve eve this is the car. I love how there are pics but they don't show you much.

If you edit yours out, I will come back and edit out this parathetical comment. People will typically not follow advice given by anyone that disses them. Just human nature. Tell her to contact this person and say she will bring the $25k in cash and pick up the car herself instead of wiring it. No doubt she will get multiple reasons why he won't be able to do it that way, which should raise some flags even with her.

"A fool and their money soon part" My father always said this to me when I would come up with stupid ideas in my youth. I found out this quote was very true as I matured into my adult years. I had a friend than knew everything, he wanted me to do a real estate investment with him in the 90's. At the time it did not pass the smell test to me at all, for many reasons.......I passed, he did the whole deal on his own.....about 5 years later, many lawyers, courts, ect......he was out close to 2.2 million. I have found out that you can not save some people from themselves....

She was at the bank ready to wire the money and thought it didn't feel right. Now she called and said if he will deliver the car to her house she will pay him. I forgot to mention he's working from a gmail account.
