Default 1954 convertible bolt and mystery piece

Trying to identify correct bolt dimensions and related hardware for the attachment of convertible frame to the body. There also appears to be a black plastic or some type of piece sandwiched between the bracket as seen in the photo.

So trying to source the hardware and figure out what that elusive sandwich piece is....

Default Proof of the elusive black shims

Started pulling paint off of my brackets and lo an behold the legendary Braatz is right on the money..... ghost markings of black shim piece, must have held some moisture against the bracket..
