[C1] Help decoding 283 block stamping?

Default Help decoding 283 block stamping?

This is actually a follow up from a previous post and I've got it mostly sorted out now except the block stamp. Any research I do doesn't show the format that I see.
9V139106
this on a block I'm looking at locally but couldn't make sense of the letter/number format here?
I'd greatly appreciate any explanation with this. Thanks,

The 9V1..... doesn't conform to any known GM build coding. My guess is that is the stamp of a rebuilding service. Is there nothing else on the pad?

That's right, I'm no expert but it is a different format than anything that I'v e been able to research! For one last try, I thought I would attach a pic. It is very legible and clean but I guess it could have been re-stamped??? Does it look original to anybody?
