The owner/seller states it's status as 'wrecked 20 years ago' and that it is in 'good' condition. Perhaps he feels that the wreck is in good condition for what it is, a wreck. So if you want to pay 24k for a 'wreck that is in good condition" , go for it.

That is a little high for a car wrecked only 20 years ago. If it were 30, or 35 years, it would sell.
