What does this typically mean?

I would bet it was a promo vehicle or perhaps a GM company car. Today there are five GM regional offices for the divisions- Northeast, Southeast, North Central, South Central and Western. I was at the Northeast regional office last week and they have a department there and a special parking lot that manages the promo fleet.
