they were added in 56 to improve caster and wheel returnability

My '54 doesn't have them, and I don't miss them. Steering is light and almost two-finger-easy. Almost.
If you install the shims, steering effort will increase somewhat. That's the down side of adding caster. On the plus side, your steering will have a more pronounced tendency to return to center after turning.
If you are satisfied now, without shims, with how the steering returns to center after a turn, you won't notice any benefit by adding them.

I used 2 per side on my 61, works very well. But I have power steering. Without power, I’d probably start with 1 per side.
If you don’t like it with the shims, it’s pretty easy to remove them.
