What is the reasoning behind using Paypal then stating friends and family? I understand that the seller doesn't have to the percentage then but Paypal does preform a specific kind of service therefore should get paid.

You are correct that while utilizing the Friends & Family option provided by PayPal does save the seller from paying a fee, using this option also requires the purchaser to utilize their own money that is typically held in their PayPal account. PayPal doesn’t pay me interest on the money I hold in my account but I’m sure they make money from it by investing it while it’s held. They then use the earnings that they earned from my money to cover the cost to provide the transaction service. As we all know, if they didn’t make money in this process, they wouldn’t offer it.
