Are there any ways for me to determine exactly which component is defective and can I fix the problem myself or should I opt to have someone rebuild the defective component once I have identified the problem?

I would probably get the car up in the air and have someone move the steering wheel for you slightly back and forth.
Then look at the steering shaft for play at the rag joint or the steeering box or the tie rod ends.
Check the power steering control valves for leakage underneath.
From there, you can make your move.
If your not sure, take it to an alignment shop to have them analyze it for you. You can do the work yourself then.

I appreciate the kind words of Welcome Home. Thanks. Break... As for my steering problem it appears that the steering gear box may be the culpit. Any recommendations on the best company at rebuilding these units?
