I went to the shop and plugged my Makita buffer into the variac and I could control the speed by dropping the voltage. At 45 volts the buffer began to surge but the speed was being controlled by the applied voltage.

I have plans to build one from a shaft and two pillow block bearings and a multi speed pulley in the center to allow different speeds.
The plan is to build a small stand with an electric motor mounted in it and a belt to the top shaft. I also want to have the shaft made friendly to quick change of buffer, wire wheels and a special plate made to allow me to put a Chevrolet wheel on it for sanding and polish.
