I have a 1982, the air conditioning has been redone and blows nice and cold from the lower vents, but does not blow at all from the ones above the gauges in the center? Any ideas?
If you have had the radio out or anything else in that area I would check the duct work. I replaced the radio on my 80 and had to play with it to get the ducts back where they belong.

You're probably keeping your center gauges nice and cold.
Don't want to appear too dumb,,, how do you shut the vent off?
It's vacuum operated. The hissing you are hearing is almost certainly the vacuum line you're missing. Plug it up and I'm betting you'll get cool air out of the center cluster ducts.
