Default What is this?

So, i was tinkering around, and I found some loose hoses with some sort of broken valve (i'm guessing).
What do these go to?

Thats part of the the headlight bypass vacuum.
Pulling down on the valve will raise the headlights

Depending what year you have, there are at least one valve (Headlights), or 2 for the wiper door on 68-72. They are on a bracket dead center under the steering column, if you have a year with the wiper door, there will be an electrical switch **** between the valves. Looks like this:

This is missing the valves which go in the big holes on either side of the switch.

These allow you to open the headlights without turning them on to replace bulbs, and also opens the wiper door to replace blades

I've got the bracket. So what are the implications if I just leave them disconnected w/o the valve? Will the headlights just always come up? or will it cause loss of vaccum (which I am already having an issue with, could be the cause?)

Absolutely will cause vacuum leak, get the parts, repro or original, buy an Assembly Manual and put it all back together. The manual will show you which line goes where, all your lines are color stripe coded, easy to do..................
