I thought is was based on the build date of the car,

going out of memory I thought after June 1970 sometime it switched from open to closed

The change occurred somewhere about serial #12,000 and after this was for all 1970 except LT-1.

Here is the closed element design. This engine was assembled June 22nd. VIN ending in 14029
