Telescopic column? Slide to left, see if the wheel pulls out. To the right locks it in place.

I'm no expert on 68's. Could you be talking about the telescoping column lock?

If it's this tabbed ring you are talking about then yes it is for the telescoping column. If someone put it back together wrong and didn;t tighten up the center screw right it will move but not actually do anything.

Removing the two screws holding it, and then rotating it a bit clockwise will start tightening things up. Just keep adjusting until it snags and locks up when fully to the right. Without it locking you should be able to move the wheel/column back and forward a few inches.

Yes it was, I am lucky enough to have it in my car. Makes getting in and out of the car ez with the big 68 wheel.

My 68 has a non-tilt, non-telescopic column. Here's a great reference document for you...

Yeah, not a lot of room left with these 16" steering wheels. I actually just replace mine with a smaller unit from ecklers. Still looks and feels great, but the smaller diameter and smaller dish make entry and exit a million times easier.
