Push the gas pedal to the floor once to set the choke, assuming it works correctly. Then hold the pedal at part throttle and crank the engine.
on my high performance qjet I pump once to the floor than a regular second pump and that will usually work and start with high rev choke functioning. mine is on a 78 reworked engine

That would have been good info to share in your original post, since there's no such thing in Owners Manual World for a '78 Q-jet with a manual choke.
The more info you provide, the easier it is for others to give you an answer that will help. Just sayin'...
That being said, if you have the choke cable set to fully close when you pull the **** all the way out, one steady pump to the floor which allows the choke to set and wet the primary throttle plates should do it before turning the key. Of course this assumes your Q-jet is in optimum working order, and a cold start.
Then after it fires, get ready to start de-choking to some degree right away depending on the engine and outside temperatures.
The condition of "your" carb and temperatures make it a kind of unique situation every time for every car with a manual choke.
If one doesn't do it, no more than two for fear of flooding it.
You'll get the hang of it.
