The 'drive strings' appear to be intact on both wheels. So, the possibilities of failure are: the indicators have come loose from those strings (possible but not so likely); the side-mounted cog wheel that engages with the [larger] drive wheel is not doing its job; or [most likely] the strings have stretched so that there is not enough tension on them to cause the indicator to move. Along with this last possibility, there could be some problem with the tension spring that this drive string is to pass over, such that no tension is being applied.
In any event, I think you need to disassemble the control head...at least to the point of finding and fixing the fault.
P.S. If you have to replace any of that string, you need to do so with a proper replacement. That string is tightly woven and is impregnated with wax (or some other water-resistant substance) so that it won't stretch with additional humidity. Regular string won't get the job done on this. Google is your "friend" for finding the right stuff.

No. Well, I guess you could; but the indicator would no longer be self-adjusting.
The way it works is that the indicator is entertwined with that string...but not held in-place. When assembled, it is unnecessary to position that indicator. Anywhere you place it is OK.
Then, when fully assembled, the thumbwheels are turned slowly, BOTH ways to the extremes of their travel. When the indicators bump into the end of travel [at either end], the string will still slide through the tangs on the indicator..even if the wheel has not traveled to its extreme. Once the wheel does hit its 'stop', the indicator is then in its proper placement.
If you just glue it, you'd better be RIGHT!!

It is not that scary, if you are careful and take GOOD note of how it comes apart. Even if you want to attempt a rebuild of the indicators (they are relatively available and not expensive to replace), you would still have to disassemble some of that control head.
I have bought an old one with good needles. The plan is just exchange the needles. Thats why I asked if someone has ever tried it without disassembling everything
You must remove the top plate and lenses to get to the indicators. I think [not positive...it's been several years since I was inside of one] that you can remove the (4) corner screws from underneath to get that top plate off.
I have tried to disassemble the old one .... no chance without destroying the plate. They are held together by deforming the plate and when you try to rebend it , it will break :
Well, that's an easy fix. I know that I've had mine apart before (cleaned the lenses, etc.); and it's back together now. I may have carefully bent [or broken off] only what was needed to get it apart, then locked it down in other places. If your's can't go together that way, there's always a bit of JB-Weld epoxy putty that can be placed in strategic spots to keep it together.

One of mine is MIA, didnt really want to purchase a whole rebuild kit for the one tiny pulley.

I suggest you give sales a call on Monday. They can put this in a envelope and mail it to you way cheaper than what the website will calculate.
