The previous owner of my 1971 was a little over zealous with spray on rubber and as such, several things I am trying to fix are hidden under a coat of rubber. Anyone have any good methods for removing it? I am currently concerned with the wiper area, but there is a little on the interior under the dash pads.

I've used lacquer thinner with success too. Just be sure you have some fresh air since it can make you a bit woozy otherwise.
My wife insists I never recovered from using it.

Also, the most likely reason it's there in the first place is because a OP was trying (succeeded?) to stop a water leak.
Over the years the sealant in the wiper bay stops working, and you get water leaking into the cockpit. After you remove the undercoating, you might want to look at making sure the area is sealed up, and not leaking like a sieve.
