Default I need a little troubleshooting on my 1973 Corvette

Here in Texas, in order to drive your car on a regular basis, you need to pass the yearly safety inspection. Mine went out this past March and because of that I have been driving the car less, not to mention other projects have been taking most of my attention.

So I want to get my Corvette totally street legal this week and was hoping for some tips on the remaining issues I have. They are as follows.

1. The reverse lights come on when the car is in neutral and do not come on when in reverse. What can I do to remedy this?

2. My wiper motor used to work back in November when I traded for the car, now it does not. Where to start checking? Troubleshooting?

3. And now the hardest one of em all, the steering column. My horn used to work when I got the car, but it had the standard steering column in it, and I swapped it out for a tilt tele from a 1975. The guts inside were broken and I need to install these two pieces:
The plastic ring for the horn contact, and the spring part that goes above that. Im thinking I have to get a steering wheel puller in order to install both of these parts?

If it's an automatic, the switch is on the shifter along with the neutral safety switch. It's slotted so you can loosen it and slide it back slightly to get it to go on in rev instead of neutral.
If it's a 4sp, the switch is on the trans. it's rotated slightly to adjust.

Register it as an ANTIQUE vehicle, and it doesnt have to have a yearly safety inspec., or registration sticker, only a rear license plate that they will give you. go for it. i have my 79 registered as antique. because it could never pass the parking brake hold in drive inspec.of course i would still fix all those problems listed..........
