Default Removing plastic horn insulator in steering column

I need to replace my turn signal switch on my 72 with tilt telescopic column and there is a small round plastic insulator for the horn that has to be removed to get to the turn signal switch . I can't see how to get it off without breaking it and it was just recently replaced new by someone else . Does it twist off or pry off ? I don't want to force it.

It just pries off. Since it is new, it should come right off without much effort.
