I use vinegar and water on rusted nuts and bolts. Honestly I use vinegar and water on all rust and once the rust is gone I rinse thoroughly with water.

For something that size, I would just use a motorized wire brush and knock it out quickly. Brass or light steel brush for part without much rust...heavier steel brush for rusty parts. Wash, dry, clearcoat...done.

I've been using my HF rock tumbler to clean small parts for years. beware though, the belt on mine recently broke right in the middle of a project. Finally found a spare on ebay for about $5. Check yours for cracking and replace if needed.

I let them tumble for three days or more, then I add simple green and tumble wash for two more days. I rinse, clear threads, then put them aside for future service.

Just picked up my tumbler at HF.
I had a 20% off coupon so I bought there double canister model for $48.
Seeing as I am doing a full frame off, I forsee many pieces getting this treatment.
