Default 1981 and New York is catalytic needed?

Does New York have laws removing the catalytic converter on an exhaust system? I would like to add a true dual system to my 1981.

They do not do emissions testing on any vehicle but is it needed to still be in place?

I live in Ithaca NY and it has never been a problem. They did not check for emission equipment on the 1979 I recently sold and the two 1980 Corvettes I still own. They have been inspected at a local tire store and at the Chevy Dealership.
The 1979 had a dual exhaust system and the 1980's both have test pipes.

Do to the age of the car it's a "Safety Only" inspection.
