The car's already a goofy custom, but not really bad looking. I'd make some clear covers for the headlights, replace the hood, and any missing front end pieces from any C3 I could find as cheaply as possible, paint those parts flat black, drive it and enjoy it.
Think it could use a front bumper too. I would also think about firing up my Sawzall and let that wing fly away somewhere else. Would be a lot of glass work though...what is the rest of the car like? Drivetrain, suspension, interior and frame-birdcage?

I think there's a good chance the factory bodywork is still there under the rear spoiler. Perhaps you could hack it off just above where the factory body work would be and sand down to the original bodywork. You could get a better idea of what of the original body work is there in the rear by looking in the wheel well and removing the gas tank. Maybe a bore scope could get in there if you don't want to go to the trouble of removing the gas tank.
I don't mind the spoiler. Kind of balances the rear end. The front end looks like the urethane bumper and everything under it has been removed. Probably not all that hard or expensive to replace. Do that and the hood and it would look fine.

Some nice fender flares, some 17x10 wheels and nice rubber, clear lens covers and a nice racing stripe complete with numbers. Make it look like it belongs on the track. Then the whale tail will fit nicer. With a decent paint job the hood might look okay. If not get an L88 hood and maybe a chrome bumper conversion for the front
Add some race car graphics, make sure you have sponsor decals and don't forget numbers on the doors. If you wanted to add flairs and wide rubber that would be a nice addition. And yes as others have said some plexiglass headlight covers are in order. Stock wheels do not belong on that car!
As with any project car, develop a plan to accomplish an end result that satisfies you.
Assess what you are starting with, what needs to be done, and honestly determine if it makes sense to do it, considering your skills, bank roll, space, time, etc..
If it doesn't make sense for you, sell it to someone else, who it does make sense to.

The rules for an old car never change. If this is one you want to keep.
Make it safe. Brakes and steering.
Make it dependable. All mechanical components.
Make it pretty. I mean pretty in your eyes. There are aspects of this car that don't bother you and some that drive you bonkers. Those are the ones you go after.
Kind of cool in its own way. Fill in the vents in the hood to make it just a cowl. Cut (polish) the aluminum wheels, maybe fatter tires if the dates are older than 8 years, drive it. Have fun with it, beats driving a Camry!! Mark

Update...Set timing today. Oh man this car started first time today with a small shot of stating fluid and a fresh battery and runs almost perfect
Shifting great and will need brakes redone due to sitting for years.
But the way it ran after sitting for so long was amazing
