Bought my car March 7, 2010. Doing a full nut and bolt restoration. Yes still working on it but I do see light that my wife doesn't at the end of the tunnel. Anyway, I never went to the registry to re-title the car in my name. So I went today. Here's what happened. The girl at the counter happened to be from my town, lucky me, in MA they go by NADA values. My 1968, Chevrolet, Corvette Convertible's lowest value is $25,920. My fines and penalties are $266.57 not bad. My total due when I go back with a bill of sale that I don't have but I due have a valid title signed over to me, will be $1961.57 which includes my penalty. Know I am trying to find the guy I bought the car from for a required bill of sale. Wish me luck.
Some states will allow you to challenge the value. I have no idea in MA. I learned here in Wa when I bought my 69 they put a very inflated value on it and tried to tax me for it.
I had a bill of sale in hand for the ACTUAL purchase price. As I complained louder about the process I was quietly told I could go to this other office and challenge the value. Which I did. They gave me a document with a modified value that saved me over a grand in taxes. Yes it cost me half a day of running around but hey, might want to look into it.

I had this same experience last year in MA. I am restoring a 69 L 71 coupe. I bought it in pieces and I didn’t immediately title it. I did have a bill of sale an they still wanted to tax me on a $60,000 value! At 6.25 % this was going to be $3750. Holly crap...I protested and showed pics of car as it sat at the time and the guy honored the bill of sale as the actual value. Dodged a bullet there, still cost me over $1000 in tax and penalties. What a racket!

Mass is the ONLY entity that takes KBB as gospel. Insurance company's that total your car won't pay that number until you beat them over the head with proof it was perfect before the damage. It is a state sponsored scam.

I'm in MA too, bought the car for $19k luckily I found out in advance the paper work I would need, as it was a Maine car and was untitled, I needed to have a current registration from the previous owner plus bill of sale, so I paid for his registration which was only $100 but MA got me for $1500 or so in taxes. Anyone that moves to this state is insane, I wish I was in NH, my folks do too.
Wow, Mass puts you through the ringer. For me in Maine they used the original purchase price. Town hall has really old books to look it up. Cost less than $100.00.
I bought a car titled in a state where there is no mention of sale price on the title. A hand-written bill of sale showing the sale price was all I needed. FL is easy with that sort of thing.
