What year is this C3 Convertible?

What year is this C3 Convertible?
It looks like my governor once owned a C3 convertible. I can make out a front bumper, so 1968 to 1972, but I can't tell if it has push-button locks, or gills, or whatever. Is anyone familiar enough with chrome bumpers to figure it out from this image? It looks like there are aftermarket slot mag wheels put on, too.

Looks like round exhaust tips...can't see the pushbutton if it's a 68...but then it looks not to have the "stingray" on the fender...So first guess 68. He does have on a white tee shirt...

Saw the exact same pic in the Richmond paper, and wondered the same. Pic is to blurry to make out. Looks like 'ol Northam has gotten himself into a heap of trouble lately.

I was thinking gills not egg crates. But that dark and grainy I could be wrong.

Yahoo...my 1968 car is extremely rare as 1 of only 3197. Worth so much more now!
Naw...I installed them last month. Bought some originally beige colored ones cheap on Ebay and changed them to black. Wanted to remain conscious after being rear ended so we can get out of the car quickly before the flames get us. Installed shoulder belts too.
As far as the VA governors car it does look like round exhaust tips so 68 or 69. With the high number of head rests in 69 (38,762 = every car) it does match the other posters info as his 69.

Not easy...I did not want to completely take apart the seats to put the stock receivers in (if I could even find them and if they fit my seats). So I extended the headrest metal part with another piece of metal so it is approx. 2 inches down far enough to attach with a bolt to the existing main metal frame inside the seat. Take the back cover off and you can see this area. Does not move up and down but fortunately the lower fixed position is just the right height. I figure it's still better than no headrest and looks wise it appears stock.
