The head lights won't come up

The head lights won't come up
When I turn the headlights on they only rise a couple inches . I checked the hoses and replaced power brake booster and Headlight Door Vacuum Actuator (I bought the pair and one was bad). Any ideas?

Well this is a loaded question. It could be a number of things. You need to start from the beginning and go thru it to figure out the issue. If you search the forum you will find endless posts about how to diagnose the vacuum system step by step.
Lots of diagrams and illustrations are available. A warning, there is an error in some of the diagrams that have been floating around. You can also go to Willcox Tech page, Ernie has some great info:

What should the vacuum pump show number wise. I blocked off the brake booster and that wasn't the problem. the filter and check valve are new. At lease the whether is getting better. Thanks for the link i print it and also the one from Ike

a year and half ago I replaced the headlamp actuators. Bought the pair from CC on sale and one was bad. They wouldn't replace just one. I had it to long.

As general ike says test the new parts as many are brand new but no good so test first.
Many times the seal (grommet) in the actuators needs to be replaced, the next problem is the relays being stuck.
