Did you try a squirt down carb throat? Fuel pump pulls harder at faster than crank rpm. Or maybe try an outboard motor hand pump bulb. Also, remove fuel line from pump. Stick a piece of hose on the end and see if you can blow through it into the tank. And see if someone can hear bubbles in tank at filler neck.

If the tank is like the 1970 there is a strainer in the bottom of the tank over the fuel line outlet. It could be plugged..
