Default What is this for?

Hi, I´m new with a C3 early 1969 Vette and learning.
So, stupid guestion, but what is this switch under the dash for?

And is this correct **** in the picture? (not my car)

The two plungers on either side of the **** are to over ride the headlights and the wiper door- to leave them up. The **** in the middle over rides the wiper arms so that you can leave them up to change the blades.
