do tha '78's have an RPO tag and if so where is "normally" located?

No, the 78 Corvette did not have an RPO label.

Generally automakers didn't start installing the Service Parts Identification (SPID) labels on all cars until 1984. Prior to 84 GM mainly just put them on pickups, I guess because trucks didn't come with window stickers? If you want to find out exactly how your car was originally equipped you can order copies of your window sticker and build sheet through the National Corvette Museum.

For $50-, you can get your dealer invoice from GM. Details in my signature (records only go back to 1977, unfortunately).
