Looks like someone in the past tried to close in that area, normally it looks bad (and is supposedly from the factory that way), but this looks like someone tried to improve the look?

The 'Arm pit"
#1 Remove all the debris. Use a vacuum or compressed air.
#2 Clean area with Simple Green (or similar).
#3 Sand the surface rust area or use rust inhibitor.
#4 Once clean and dry, apply epoxy primer to prevent future rust.
#5 Now apply flexible catalyzed seam sealer.
#6 After the seam sealer dries, apply body color paint.

I've read your post over and over again. Have no bloody idea what you mean by the area is bottle.
I do indeed like beer in bottles. But don't understand what your trying to say.
Here's a picture of my Vette in the area under the front fender just in front of the door. Nothing is wrong here by the way. Just the sloppy way GM built it.
