There are two ways to get to Private Messaging:
Click on the user's forum name and choose the drop-down.
Click on your username in the upper right of the page and choose the drop-down.
The first option preloads the message directly to that person while the other requires you to enter their username.
Click on the gear icon in the upper right of the forum window near your username. Then scroll down the left column to Settings & Options. Choose Edit Options then scroll down that window to Private Messaging. There're a couple checkboxes - one to activate PM and a few others -- maybe it's there?
Do you have the bell icon next to the gear icon? That's where I see new/unread PMs.
