I can tell you as a police officer in NJ - I would file a civil action and take the seller to court. The burden of proof in a Civil Court is less (preponderence of the evidence) versus Criminal Court (proof beyond a reasonable doubt). I believe that if you succeed in Civil Court - you can then use the info. and the defendant's testimony against him in Criminal Court.
Obviously, NJ laws differ - but most states follow the same basic procedures unless WI is a common wealth state. I would document everything about the car - photos, logs of all conversations, copies of correspondence, etc. Whenever you mail anything regarding you case - send it regular mail and certified (you can refuse certified - but not regular mail) if your regular mail does not come back then it is deemed delivered.
Finding people is not that difficult, I would hire a Private Investigator to track him down to serve the papers. The other thing is that you can put a lien against his property, etc. It would be worth one consult with an attorney to run the situation by him/her.

With all the latest scams going on I have this to offer, what about a list of those of us who are willing to inspect sale items for other members within our area. Granted these items will need to be worth our effort and the deals would need to be almost done so that we do not waste our time
Please take into consideration the generosity of the members and their right to refuse to inspect for whatever reason, also please be very serious about buying something as if this is abused people will not be willing to help and we will be in the same position as before and have no one to help us.
