The problem is that people are dishonest.
Sure, I can think of perfectly good reasons why a person could use the tag without any wrongdoing. Like an accident that pulls the window frame off and then gets lost.
But you know those instances are kinda rare.
So, the main reason aomeone would buy that would be to STEAL a fine looking '73 and swap the VIN. Instant validity. That's why it is illegal.
