Anone here ever heard of PBM cylinder heads?
A local performance shop is trying to sell me a pair for my 406. They are new iron heads with 76cc combustion chamber, hardened valve seals, etc. Anyone ever heard of them, are they any good? I was quoted a price of $622.00 for the pair.

Never heard of them. 622 is very cheap for a set of performance heads. With a 406 you need a set that will flow a lot of air. A set of 200cc would be a minimum for a 406. 190cc would be OK for a low performance but I would not go any smaller

If your going to go with iron heads why not get a set of Iron Eagle heads you can get 64cc or 72cc chambered 230cc intake runner heads complete for about $800-$850. I'd sure pay the extra bucks for a set of named brand heads with known flow characteristics.
